The programme has two purposes, each of which has its own funding stream.

The first is to support community empowerment, specifically targeting three city wide communities: young people, people with disabilities and citizens from BME communities.

The second is to reduce the risks to community cohesion by (a) understanding worries and concerns about public service delivery especially of white working class communities that may have been adversely affected by the recession and (b) promoting ways of bringing communities together to deepen mutual understanding and tolerance.

The Programme will be managed by a Programme Board, chaired by Ben Barker, on behalf of the Thriving Neighbourhoods Board of the Bristol Partnership
